Description: ResponsibilitiesConduct a document review and analysis of the projects artifacts, including requirements and process models.Conduct a review and assessment of the current program objectives and methods. The review and assessment must be based on the validation and analysis of the requirements as documented to date as well as the existing process models. The review process must include consultation with internal business and technology stakeholders, as well as external industry stakeholders.Identify industry best practices with relation to the authorization of third party software.Conduct and facilitate requirements workshops, including conference calls, web conferences as required.Complete and publish workshop results packages, including revised process models.Perform a DFO environmental scan for input to the options analysis.Complete requirements documentation and process models for the full electronic logbook interface, as well as the authorization life cycle as identified from the stakeholder reviews.Provide expert advice on and/or assist in implementing new electronic logbook authorization processes and organizational changes.Document the program implications of the authorization process design.Provide architectural assistance relating to xml schema structures relating to species specific fisheries.Provide assistance to third party developers in understanding the department's schema's and interface standards.Identify required technology support for the proposed options.Develop and deliver presentations that reflect the review and analysis findings.Develop material that supports knowledge transfer to departmental resources.Assist the project authority with any objective related tasks.Assist in resolving and interoperability issues identified during the process definition.QualificationsMust demonstrate in their proposal that the proposed resources possesses the qualifications specified in the TBIPS SA by providing a detailed résumé stating theproposed individual's work experience and other relevant details, which clearly indicate that the individual meets the minimum years of related experience as outlined in the TBIPS Level 3 - Business Process Re-engineering ConsultantThe proposed resource must have greater than (>) ten (10) years professional work experience fulfilling the role of a Business Process Re- engineering Consultant in a government IM/IT environment.The Bidder must demonstrate that the proposed candidate has certification inIterations system engineering methodologies.Must hold secret clearence
